I stayed on the Casino Algarve Hotel in Praia da Rocha - Portimão, witch was a fairly good/expensive hotel but, truth be told, the best way to enjoy Algarve is to be outdoors. To be outdoors, all the time, that's where the Sun and the Sea are.
So as long as you're not travelling with children, my advise it's to simply go for a cheap hotel, and spend your money on food, amusement parks, water-sports and other activities.
We did a really cool trip on the Santa Bernarda Pirate Ship, a boat that was restored like an old Portuguese Caravel.
